      The plaintiff, Williams, an African American school teacher in Sumter, South Carolina, brought this action under the complaint that defendants acted under the color of authority invested in them by the laws of South Carolina, and failed and refused to offer renewal of her contract to teach in the Sumter County Schools for the ‐65 school. Each report card is for the entire year and went home 3 times for the semester or 6 times for the year. It has teacher name(s) and grades. Elementary school has A, B, C and number grades and check boxes for "cooperates well with others," etc. Junior high and high school have numbers for academic classes and Good, Pass, Fail for electives. The TDC, the largest state prison system in the country, currently handles s inmates in 20 facilities in eastern Texas. Some years back, the TDC had decided that safety and self.
